פרס נשיא רק לאסירון העליון (לעשירים בלבד)

מן התעלומות הישראליות הותיקות ביותר הוא הנסיון להתחקות אחר טעמו האנין של נשיא המדינה שמעון פרס. איש מקורי, פרס, ובלתי צפוי לחלוטין. יחד עם זאת הוא ממלכתי, כולו הוד והדר ואיש אינו מטיל ספק ביושרתו ובטוהר כוונותיו. לנשיא פרס יוקרה בינלאומית רבה. למעשה, היוקרה והמוכרות הבינלאומית שלו היא אחד הנכסים האסטרטגיים העיקריים בשירות החוץ של ישראל.

לעיתים נדירות נעשה שימוש בנכס הזה, כמו למשל לפני כשבועיים, אז ביקר הנשיא פרס בקזחסטן לביקור ממלכתי מתוקשר מאוד. מעט מאוד פרטים על הדברים שנדונו בביקור דלפו החוצה, מן הסיבה הפשוטה שלא היו הרבה כאלה. ביניהם בלט ביותר נושא אחד עליו דן הנשיא עם עמיתו נשיא קזחסטן נורסולטן נזרבייב, והוא גורלו של סוחר הנשק הישראלי בוריס שנקמן העצור בקזחסטן בקשר לעסקאות נשק גדולות. פרשה שמסעירה את קזחסטן כבר חודשים אחדים ואף הביאה להדחות ולפיטורים בצמרת השלטון. הבחירה של פרס להתגייס לטובתו של שנקמן היתה קצת תמוהה, לאור החוק הבלתי כתוב לפיו אין להתערב בענייניה של מדינה זרה. התגייסות זו תמוהה עוד יותר לאור העובדה כי משרד החוץ פנה לפרס ערב הביקור וביקש ממנו, כך ע"פ מקורות במשרד, להימנע מהתערבות כזו. אבל שום דבר, כך מסתבר, לא עומד בדרכו של חתן פרס נובל לשלום בשעה שלנגד עיניו עומדת מצוקתו של ישראלי הסובל במדינה זרה. זה יפה, זה הומאני וזה יהודי מאוד.

השאלה היא כיצד בדיוק בוחר הנשיא פרס עבור מי להתגייס ועבור מי לא. אין זו הפעם הראשונה בה בוחר פרס להשתמש בקשריו לטובת יהודי במצוקה. בפעם הקודמת זה קרה בספרד, לטובתו של איל הון אחר, ולדימיר גוסינסקי, עוד יהודי יקר ובעל ממון רב שהסתבך עם הנשיא פוטין, והפעם, כאמור, זה קרה במקרה של בוריס שנקמן. מה משותף לגוסינסקי ולשנקמן? דווקא עבורם התערב כבוד הנשיא? אולי השורשים הליטאיים של פרס, יליד וולוז'ין, הם שעוררו בו את רגש האחווה הנושן? במרחק כמה אלפי ק"מ מבוריס שנקמן, במוסקבה בירת רוסיה, נמק בכלאו תא"ל (מיל.) יאיר קליין. קצין בכיר ישראלי, בעל עבר בטחוני מפואר שאין עליו עוררין, שממתין להחלטה האם יוסגר לקולומביה, שם הוא מבוקש בעוון אימון כוחות מורדים לפני שנים אחדות.

כל מי שמצוי בנושא יודע שעל ראשו של קליין מרחפת, אם יוסגר, סכנת מוות. העיסוק בעניינו הוא, איפוא, הצלת חיים ממשית. האם נעשה די בזירה הדיפלומטית כדי להציל את יאיר קליין? לא ממש. חבריו מהצבא, ביניהם אלופים במיל. ורמטכ"ל לשעבר עושים ככל יכולתם, אולם לא מצליחים לפרוץ את תקרת הזכוכית של הדרג המדיני-דיפלומטי. שרת החוץ לשעבר ציפי לבני הזיקה לעניין יותר משהועילה, ראשי הממשלה לא עסקו בנושא והנשיא פרס, שבקי בפרטי הפרשה, מתחמק במפגיע מלהזדקק אליה.

יאיר קליין, כידוע לכל קורא עיתונים, הוא שובב גדול. הרפתקן צמא ריגושים שבכל ימי חייו הרגיש טוב ונוח יותר ביערות עד מאשר במסעדות ממוזגות. אבל האיש הזה לא חטא ולא עווה שום חטא מוסרי, אתי או חברתי. הוא ביצע בקולומביה עבודה לגיטימית כמותה מבצעים בימים אלה ממש קצינים בכירים ישראל בעולם כולו. הוא גיבור ישראלי עתיר זכויות שאלפים בארץ חבים לו את חייו והוא, באופן כללי, בחור טוב. בחור טוב ואומלל, יש לציין. כל החומרים האלה, מסתבר, אינם מספיקים לו לאדם כדי לגייס לצידו את כבוד הנשיא פרס. אז מה בדיוק חסר לו, ליאיר קליין, שיש לשנקמן ולגוסינסקי ואשר בגינו זכו הם למה שלא זכה הוא? יכול להיות שמעט כסף? וילה יפה בהרצליה פיתוח? מטוס פרטי? מה פתאום. לא יכול להיות. בעצם, רק רגע, כן יכול להיות.

Peres a president only for the rich

One of the oldest Israeli mysteries is the quest to follow the sensitive taste of the President of the state, Shimon Peres. Peres is a creative man and full of surprises. Along with that he is all glory and splendor and no one doubts his integrity.

President Peres has great international prestige. In fact, his international prestige and being known internationally is one the main strategic assets of Israel’s foreign relations. On rare occasions this asset is used, such as two weeks ago, when President Peres visited Kazakhstan for a state visit. Very few details regarding the matters discussed during the visit leaked out, for the simple reason that there weren’t many discussed. Among them, stood out the most a certain matter that the President discussed with his colleague, the President of Kazakhstan Nursultan Nazarbayev, and that was the fate of the Israeli weapon dealer, Boris Shenkman, who is under arrest in Kazakhstan in regard to arms deals, an affair that is stirring up emotions in Kazakhstan in the past few months and it also led to dismissals in the government elite. Peres's decision to plea on behalf of Shenkman was a bit odd, considering the unwritten law which under it there shall be no intervention in the matters of a foreign country. This is even odder due to the fact that on the eve of the visit the Ministry of Foreign Affairs asked Peres not to interfere; this according to sources in the Ministry. But nothing, so it turns out, stands in the way of Nobel Prize laureate at a time when standing before his eyes is the distress of an Israeli suffering in a foreign country. It is nice, it's humane and it's very Jewish. The question is how exactly does President Peres choose for whom to work for and for whom not.

This is not the first time Peres chooses to use his connections for the benefit of a Jew in trouble. The last time it happened it was in Spain, for the benefit of another tycoon, Vladimir Gusinsky, another precious Jew with a lot of money that got in trouble with President Putin, and this time, as mentioned, it happened in the case of Boris Shenkman.

What is common between Gusinsky and Shenkman that specifically for them the honorable President interfered? Maybe Peres's Lithuanian roots (Peres is a native of Valozhyn) are the ones that lit the old brotherhood feeling inside him?

A couple of thousand kilometers away from Boris Shenkman, in Moscow the capital of Russia, lieutenant colonel (in reserve duty) Yai'r Klein is rotting in his cell. A senior Israeli officer, with an undoubtedly magnificent security past, waiting for the decision if he is to be extradited to Colombia, there he is wanted for training rebel forces a few years ago. Anybody familiar with the matter knows that if extradited, Klein's life may be at risk.

Has enough been done in the diplomatic arena to save Yai'r Klein? Not really. His friends from the army, among them reserve duty Generals and a former Chief of Staff are doing the best they can, but are not successful in breaking the glass ceiling of the political-diplomatic rank. Former Foreign Minister Tzipi Livni has caused more harm to the matter then help, Prime Ministers haven't dealt with the matter and President Peres, who is familiar with the details of the matter, is insistently avoiding dealing with it.

Yai'r Klein, as known to any newspaper reader, is very mischievous. An adventurer with a thirst for excitement, who during his whole life felt better and more comfortable in the forests than in air-conditioned restaurants. But this man has not done any moral, ethical or social sin. He worked in Colombia in a legitimate job, which are doing even today senior Israeli officers throughout the whole world. He is an Israeli hero, rich of merits, which thousands in Israel owe him their life and, in general, he is a good guy. A good and miserable guy, shall be noted.

All this, so it turns out, is not enough for a person to recruit to his side the honorable President Peres. So what exactly is he missing, Yair Klein, that Shenkman and Gusinsky have and for which they earned what Klein hasn't? Could it be some money? A nice Vila in Herzlia-Pituach? A private jet? No, it couldn't be. In fact, just a moment, it could be.
