עוגת יום-הולדת מחב"ד לראש העיר ניו-יורק

ראש עיריית ניו-יורק, מייקל בלומברג ציין את יום הולדתו היהודי עם עוגת יום-הולדת שנאפתה במיוחד עבורו ע"י גב' אסתי שיינר מ-World Tikkun Center (מרכז תיקון העולם). דובי ואסתי שיינר, הם זוג חב"די שנישאו באותו יום בו התמוטטו בנייני World Trade Center (התאומים) וכפי שדווח ב-COL, החליטו הם להקים מרכז שיאיר את החושך. המרכז שהקימו הזוג במנהטן מקיים פעילויות מיוחדות וכחלק מזה הגישו הרב שיינר לראש העיר את העוגה לציון יום הולדתו העברי.

when does everything have to be "official"

As kiruv is a mitzva does one have to be official to keep Shabbos also?
